I'll need to watch this a couple more times, but I can't fault what Dolores is saying here. (Not that I'm trying to 'find fault' - it's just part of checking the information behind what people are saying, obviously).
As far as I can tell, she is absolutely right and she understands the issue of jurisdiction. Statute does not have the power to punish - even a lawful statute until it is confirmed through Trial by Jury. (A subject she doesn't talk about).
Obviously she is talking here about the fact that statutes have been converted into UCC and are therefore commercial, requiring consent to be enforceable.
I love her sense of sovereignty and confidence.
